Preventing fraud and waste begins by naming the risk. We build a project-specific risk hierarchy from the drawings, specifications, contracts and schedules, then track it through structured field and desk audits across the life of the project.

In operational and advisory capacities: consultant and contractor vetting, RFP development, bid facilitation, bid interpretation and leveling documentation, and advisory on the basis of award for consultant and contractor contracts.

Project Compliance & Status Reporting

Routine site visits verify that materials, equipment and procedures match the contract—no inferior or non-compliant substitutions—while we reconcile look-aheads against actual performance and document progress meetings with detailed minutes.

Progress Payment Requisition Reviews

We examine monthly payment requisitions line by line, comparing each request against work, equipment and materials actually in place—keeping contractor and subcontractor billing honest and defensible.

In practice — Our reviews have prevented front-loading, unsubstantiated billing and charges for unapproved materials before payment was ever warranted.

Critical Activity Monitoring

On an as-needed basis we oversee the moments that matter most: sensitive equipment deliveries and storage, critical infrastructure testing, switchover and commissioning, and overnight work.

Change Order & Claim Reviews

We review unforeseen work, change orders, time-and-material tickets and claims—verifying labor, rates, quantities, equipment usage, and overhead and profit against the defined extra-work scope, including impacts to schedule and contract value.

In practice — Beyond clawing back discrepant overcharges, we help clients strengthen controls to limit and often eliminate future billing disputes.

Safety, Environmental & Sustainability Monitoring

As independent inspectors we perform safety oversight and environmental field evaluations—auditing soil, waste, lead and asbestos handling, certifications, OSHA and scaffold training, and OCIP documentation—alongside qualified third-party specialists.

In practice — Our oversight has detected and prevented unsafe practices on Owner-Controlled Insurance Program projects while keeping compliant, auditable records.

Closeout, Punchlist & Quality Assurance

Before turnover we build a project-specific closeout list—attic stock, manuals, lien waivers, permit closeout and overlooked deliverables—and coordinate final punchlist quality with Owner’s Representatives, Architects and Engineers of Record.

In practice — Our involvement assures clients that every contractual deliverable is completed and provided by contractors and design professionals alike.
